The hubs included in the construction list have three significant characteristics:
One is to closely integrate industries and promote the development of hub economies. Among the selected list, there are a total of 19 national logistics hubs for production service and commercial service, accounting for 63%. Related hubs rely on their respective resource endowments, continuously improve their service levels, delve into the industrial chain, and create hub economies with unique characteristics. Ningbo Production Service National Logistics Hub focuses on industrial clusters such as green petrochemicals, new energy vehicles, high-end equipment, and new materials, laying out supply chain supporting facilities, providing logistics integration services, and promoting the improvement and efficiency of the industrial chain. The Chengdu commercial and service-oriented national logistics hub relies on the agricultural product trading market to strengthen core functions such as bulk agricultural product distribution and cold chain logistics, expand the agricultural product processing industry chain, and build a full category supply chain system that integrates "production warehousing circulation" services and covers primary products to high value-added agricultural products.
The second is to facilitate international logistics channels and open service areas to the outside world. The relevant hubs fully leverage their geographical advantages, strengthen channel capacity construction, and contribute to the expansion of service area openness. Harbin Airport type national logistics hub is fully promoting the construction of international air route network, creating air channels for Russia, Japan, and South Korea. The "Harbin Khabarovsk Seoul" route has achieved a 30% increase in cross-border transit efficiency. The Bayannur (Ganqimaodu) land border port type national logistics hub strengthens its ability to organize logistics channel services for Mongolia, continuously improves the level of customs clearance facilitation, international dress organization capabilities, and circulation processing logistics conditions, and creates an important gateway for opening up to the north.
The third is to improve operational efficiency and help reduce logistics costs. Logistics hubs in relevant countries are constantly innovating their operational models, providing more efficient, cost-effective, and high-quality solutions through process optimization and resource integration, and actively developing modern logistics operation systems that are suitable for China's national conditions. The Zhoukou Port type national logistics hub strengthens its service organization capabilities, carries out a relay transportation mode of "inland river+sea transportation" based on "water to water transfer", fully utilizes inland waterway transportation to connect coastal port resources, extends global water transportation business, and shortens time by about 13% compared to traditional land sea intermodal transportation. The Shenyang Land Port National Logistics Hub has launched the construction of the "China Europe Express Customs Clearance Information Interconnection Platform", coordinating resources from customs, railways, stations, and other parties to improve the adaptability of multi link operations. The efficiency of collaborative operations among all parties has increased by more than 50%.
Next, the National Development and Reform Commission will continue to promote the solid construction of relevant national logistics hubs, ensure the implementation of various tasks specified in the "National Logistics Hub Layout and Construction Plan", cultivate and enhance the comprehensive competitive advantages of national logistics hub development, fully leverage the role of resource allocation hubs, organizational operation centers, and service highlands, accelerate the improvement of modern logistics organizational operation networks and infrastructure networks "from point to area", promote the large-scale, networked, and systematic development of modern logistics in China, build a new model of "logistics hub+industrial cluster" collaborative development, and provide key support for the system to reduce logistics costs throughout society, develop a modern logistics system that meets China's national conditions and large-scale production and consumption needs.
